The Hong Kong Observatory (HKO) canceled the T3 typhoon signal at 6:20 pm on Tuesday as Severe Tropical Storm Fengshen moved southwestwards away from Hong Kong.
Local winds are still strong over many parts of the city and seas are rough with swells, said the forecaster.
Under the influence of the outer rainband of Fengshen and the northeast monsoon, temperatures over the territory are falling progressively, it said, adding that local weather is expected to be further dominated by the monsoon later.

Under the combined effect of spring tide, the northeast monsoon and Fengshen, water levels over local coastal areas will be generally 0.5 to 1 meter higher than normal on Tuesday night and in the next couple of days, the observatory said.
“Flooding may occur over some low-lying coastal areas during the high tides at night. The water level over Victoria Harbour will rise to around 3 meters above chart datum,” it added.
Earlier in the morning, the Education Bureau announced that with the T3 signal in force, classes of kindergartens, schools for children with physical disability and schools for children with intellectual disability will remain suspended during the day.

With Fengshen approaching the city, the HKO issued the T3 signal directly at 5:20 pm on Monday skipping the T1 signal.
