The introduction of the Hong Kong Special Administrative Region’s first five-year plan is another milestone in the successful practice of “one country, two systems”, and is of landmark significance for accelerating Hong Kong’s transition from stability to prosperity and promoting good governance, officials from the central government said on Wednesday.

A spokesperson for the Hong Kong and Macao Affairs Office of the State Council called the five-year plan the HKSAR’s first holistic economic and social blueprint, and a milestone in the further advancement of “one country, two systems”, that will guide Hong Kong from stability to prosperity and high-quality development while better integrating into and better serving national development.

The plan adheres to the principle of “one country” while leveraging the benefits of “two systems”, fully aligning with the nation’s 15th Five-Year Plan (2026-30), the office said.

The release of the plan once again highlights a new era of “patriots administering Hong Kong” and the unified commitment of the entire society to build a better home together, it added.

In a separate statement, a spokesperson for the Liaison Office of the Central People’s Government in the HKSAR said the good plan aligns with national strategies and envisions Hong Kong’s future; demonstrates strategic planning and forward-looking design; gathers mainstream public opinion and embodies a scientific, democratic approach.

Hong Kong Chief Executive John Lee Ka-chiu simultaneously released the Policy Address, which is an initial blueprint for implementing the five-year plan, with clear objectives. With policies implemented, projects launched, and goals achieved, the sense of gain, happiness, and security among Hong Kong residents will be greatly enhanced, allowing all residents to feel the strength of progress, the spokesperson added.

During the formulation of Hong Kong’s first five-year plan, Lee and the Hong Kong SAR government widely solicited public views, the spokesperson said, adding that the SAR government will be able to write a new chapter in the city’s transition from stability to prosperity, and play a greater role and achieve better development in the process of building a strong nation and national rejuvenation.
