DoJ inks MoU with media giant to support mainland firms' global push

The Department of Justice (DoJ) of the Hong Kong Special Administrative Region government and Phoenix TV signed a memorandum of understanding on Tuesday to strengthen cooperation in supporting the global expansion of Chinese mainland enterprises by leveraging the city’s premier professional services.

The signing ceremony, held during Phoenix Satellite TV’s 30th Anniversary Gala, was witnessed by Hong Kong Chief Executive John Lee Ka-chiu and Phoenix TV Chairman and CEO Xu Wei.

Deputy Secretary for Justice Horace Cheung Kwok-kwan said that the nation's 15th Five-Year Plan explicitly supports strengthening Hong Kong’s development as a center for international legal and dispute resolution, capitalizing on the city’s professional strengths as a launchpad for mainland enterprises “going global”.

In line with the 2025 Policy Address, the DoJ launched the Hong Kong Professional Services GoGlobal Platform in December 2025 to consolidate resources across the legal, financial, and accounting sectors.

The platform published case studies last December to showcase how Hong Kong's professional services support mainland enterprises in their global expansion, with the slogan "Go Global, Choose Hong Kong".

With a worldwide network of 63 branches, Phoenix TV aims to facilitate the platform’s international promotion and boost the approach adopted by mainland enterprises expanding abroad via the HKSAR, said Xu.

According to Cheung, the partnership will pinpoint the HKSAR government’s services to meet the practical needs of enterprises, while Xu emphasized the broadcaster’s long-term commitment to back mainland companies integrating into overseas markets.
