Chief Executive John Lee Ka-chiu proposed on Wednesday a strengthened accountability system for senior officials that could lead to penalties, such as no pay increment, demotion or even dismissal, as he seeks to further boost governance.
Plans are also afoot to set up an Artificial Intelligence Efficacy Enhancement Team in government to increase efficiency, Lee said in his fourth Policy Address.
The proposed Heads of Department Accountability System will involve a two-tier investigation mechanism. Tier II investigation would be carried out by an independent investigation panel, comprising standing members to be called upon to identify deficiencies and attribute responsibility as appropriate when major problems arise.

Disciplinary action will include warnings, a salary freeze or pay cut, demotion or compulsory retirement or even dismissal.
Renewing his efforts to enhance efficiency among civil servants, Lee suggested establishing the AI Efficacy Enhancement Team, dedicated to improving inefficient working processes, promoting technology innovation, coordinating with, and guiding all government departments in applying AI technology efficiently.
With an emphasis on the awareness of safeguarding against security risks, the HKSAR government will push for the development of AI+ initiatives, the implementation of AI in government affairs, and the promotion of AI’s widespread application and development across various industries to enhance societal efficiency, he said.

The team will be led by Deputy Chief Secretary for Administration, with Secretary for Innovation, Technology and Industry, and the Commissioner for Digital Policy serving as deputy leader and secretary-general, respectively.
The government will invite representatives of the private sector to serve as another deputy leader to bring in new perspectives and frontline market experience.
Lee also revealed that the concept of a synergistic integration of an “efficient market” with a “capable government” will be put into practice, and a market-based business model will be introduced to elevate the services provided by the Leisure and Cultural Services Department.
