BEIJING – China's national commission for disaster prevention, reduction and relief on Sunday activated a Level-IV national disaster relief emergency response for South China's Guangdong province after the region was severely affected by Typhoon Noul, the 12th typhoon of the year.

A working team has been dispatched to disaster-hit areas to assess the situation on the ground and guide and assist local authorities in the relocation and resettlement of affected residents and efforts to ensure their basic living needs.

The National Development and Reform Commission on Sunday allocated 100 million yuan ($14.7 million) from the central budget to support post-disaster recovery work in Guangdong.

The funds will be used mainly for the restoration of damaged infrastructure, including roads and water conservancy facilities, as well as public service facilities such as schools and hospitals, to help restore normal production and daily life as soon as possible.

Typhoon Noul made landfall in Guangdong on Sunday morning with maximum winds of Force 14 near its center. It has since weakened from a severe typhoon to a typhoon.

China has a four-tier, color-coded weather warning system for typhoons, with red representing the most severe warning, followed by orange, yellow and blue.

The center renewed a red alert for rainstorms and a yellow alert for severe convective weather on Sunday morning.

It called for strengthened efforts to prevent and respond to disasters such as flash floods, landslides and mudslides.

Earlier on Saturday, the State Flood Control and Drought Relief Headquarters raised its emergency response for flood and typhoon control in Guangdong Province to Level III, while activating a Level IV flood emergency response for Jiangxi and Hunan provinces.
