
Hong Kong Chief Executive John Lee Ka-chiu vowed on Thursday that his administration will “most earnestly” assume primary responsibility for rallying society to deepen reform, improve livelihoods, supercharge the economy, and unlock new growth drivers for the city, after the central government reaffirmed its staunch support for the special administrative region in its latest work report.
Lee, who attended the opening of the fourth session of the 14th National People’s Congress on Thursday morning at the Great Hall of the People in Beijing, said in a statement shortly after that he was “deeply encouraged” and “inspired” by the Government Work Report presented by Chinese Premier Li Qiang at the meeting.
Li, in his address, called for lawful enhancement of governance efficiency in Hong Kong and Macao, reiterated the central government’s commitment to the “one country, two systems” policy, and said the two SARs must tap the motherland’s support and their global ties further to better ensure long-term stability and growth.

With this year ushering in China’s 15th Five-Year Plan period (2026-2030), Lee said he would lead the Hong Kong government in engineering a systematic policy framework that proactively aligns with the national socioeconomic blueprint, and will roll out “more comprehensive, targeted and detailed” strategies for key development areas.
To that end, Lee pledged the SAR government will draw up its first five-year plan — one that is “macroscopic”, “strategic” and “forward-looking” in nature.
Lee said Hong Kong will continue to cement its role as a global financial, shipping and trade hub, while constructing “in full force” a world-class innovation and technology center and a high-caliber talent powerhouse.
He added that more high-value industries in Hong Kong will be steered to the Northern Metropolis — a 300-square-kilometer mega-township development bordering the Chinese mainland — and that the city will continue to explore emerging markets worldwide while strengthening its ties with traditional economies.
