China has released a set of guidelines to upgrade consumption-focused infrastructure, a policy push designed to unlock household spending potential and catalyze effective investment, building a positive feedback loop between the two growth engines.

Issued jointly by the National Development and Reform Commission and other regulators, the document covers five key areas: urban-rural commercial facilities, service and travel consumption amenities, logistics and distribution systems, and infrastructure tailored for emerging consumption models.

The policy prioritizes digital transformation for traditional market venues. Aging shopping districts will be revamped by introducing cultural and creative projects, night-time economies, trendy retail and immersive experiences, breathing new life into offline commercial spaces. Analysts say the measures mark a shift in infrastructure spending toward projects that directly support household consumption, complementing the country’s broader drive to expand domestic demand.
