
Officials from the Hong Kong Special Administrative Region government and Shanghai met on Sunday to further deepen cooperation in innovation and technology (I&T) and the digital economy.
The Working Group on Shanghai and Hong Kong Digital Co-operation held its first annual meeting in Hong Kong and reviewed the progress and achievements in the two cities’ cooperation in digital government, data elements, enterprise services, and collaboration between research, academic and industry sectors.
The meeting was co-chaired by Acting Commissioner for Digital Policy Daniel Cheung Yee-wai and Deputy Director of the Shanghai Municipal Bureau of Data Qian Xiao.

Both sides also discussed the work plan for the coming year and reviewed their joint promotion of the synergistic development of the digital economy and digital identity identification between Hong Kong and Shanghai.
They also looked into jointly promoting cross-boundary public services to benefit the public and enterprises and exchanges and cooperation in digital infrastructure.
Both sides also reviewed the deepening exchanges and talent cultivation in I&T between Hong Kong and Shanghai and collaboration in industry spaces and communication platforms.
Cheung noted that five enterprises have set up businesses in Hong Kong under the arrangement of the Service Station for Outbound Data Ecology (Hong Kong) and the Shanghai-Hong Kong Artificial Intelligence Industry Acceleration Alliance's assistance to members in exploring the mainland and overseas markets.

Cheung said he hoped that Hong Kong and Shanghai could further deepen cooperation in cross-boundary public services, AI+ Civil Services and the cross-boundary flow of personal information.
He also expressed his gratitude for the efforts of the members of the working group and encouraged them to make greater contributions to enhance digital cooperation between the two cities.
The working group was established last year after Hong Kong and Shanghai signed memorandum of understanding on digital economy cooperation in April 2025.
