DAB picks leadership; Gary Chan reelected as chairman

Hong Kong’s largest political party in the legislature, the Democratic Alliance for the Betterment and Progress of Hong Kong (DAB), concluded its party elections on Monday, with Gary Chan Hak-kan, who is also a member of the Legislative Council, reelected as chairman.

All five vice-chairs retained their positions. They are lawmakers Elizabeth Quat Pei-fan, Holden Chow Ho-ding, Brave Chan Yung, Ben Chan Han-pan, and Chan Hok-fung.

A key change saw Lee Shing-put, chairman of Xinyi Energy Holdings Ltd and a Hong Kong deputy to the National People’s Congress, assume the role of senate chair, succeeding veteran politician Lo Man-tuen.

During a news conference with the leadership team, Gary Chan outlined the DAB’s upcoming priorities, which include supporting the Hong Kong Special Administrative Region government in shaping the city’s five-year development plan and aligning with the national 15th Five-Year Plan (2026-30).

The party will establish working groups and, once government policies are announced, adopt project- and platform-based approaches to engage stakeholders across society — turning feasible proposals into concrete actions, he added.

The DAB was the biggest winner in the 2025 Legislative Council election, securing 20 seats, including 10 from geographical constituencies, two from functional constituencies, and eight from the Election Committee.
