HONG KONG — Top legislator Zhang Dejiang stressed that Hong Kong must strictly adhere to and preserve the “One Country, Two Systems” principle and the Basic Law which, he said, have guaranteed the nation’s interests, as well as the basic interests of Hong Kong and its 7.3 million people.

He said the Basic Law, “One Country, Two Systems”, "Hong Kong people governing Hong Kong" and "A high degree of autonomy" are the creations of late Chinese leader, Mr Deng Xiaoping, and the wisdom of the Chinese people. These principles are the best choices for the HKSAR in dealing with problems left over from history, and have proved to be practical and appropriate for Hong Kong in handling the challenges it has faced following its return to the motherland 19 years ago.

Zhang, who heads the Standing Committee of the National People’s Congress (NPCSC), warned that discarding those principles would ruin Hong Kong, and if there’s trouble, Hong Kong people would have to face the consequences and “pay the costs” together.

He added that any attempt to achieve so-called “self-determination” and “Hong Kong independence” are destined to fail.

The State leader made the remarks at a meeting with more than 200 local political heavyweights and business elites at Hong Kong Government Headquarters in Admiralty. Those in attendance included Chief Executive Leung Chun-ying; former Chief Executive Tung Chee-hwa, who’s now vice-chairman of the National Committee of the Chinese People’s Political Consultative Conference, China's top political advisory body; Zhang Xiaoming, director of the Liaison Office of the Central People’s Government in the HKSAR; Rita Fan Hsu Lai-tai, a Hong Kong member of the NPCSC; Elsie Leung Oi-sie, deputy director of the HKSAR Basic Law Committee; Tsang Hin-chi, a former NPCSC member; Henry Cheng Kar-shun, chairman of New World Development Co; and Anson Chan Fang On-sang, former Chief Secretary for Administration.

Zhang also urged the community to support and unite behind the HKSAR government to maintain the city’s stability and prosperity, and focus on economic development.

Before leaving the SAR at about noon on the last day of his three-day inspection trip, Zhang visited the Hong Kong Sheng Kung Hui Tseung Kwan O Aged Care Complex to meet its residents and said Hong Kong can work together with the mainland finding ways to give the elderly better care. He later went to On Tat Estate – a public housing estate still under construction in Kwun Tong, and had a cup of tea there, praising the SAR government's efforts providing affordable public housing to the underprevileged people.
