The government should set up a statutory land development authority to coordinate the formulation and implementation of land policies and housing supplies, suggested New People’s Party Chairwoman and legislator Regina Ip Lau Suk-yee on Monday.

Ip made the above remarks after a consultation meeting with Chief Executive Leung Chun-ying in preparation for his last Policy Address in this term.

She explained that the new authority could also comprise lawmakers returned by direct elections. She said the set-up of the body may give the government a greater mandate and more resources in addressing difficult land issues.

The SAR government on Monday commenced the public consultation exercise for the 2017 Policy Address and the 2017-18 Budget to collect views from members of the public. Leung will also hold a series of consultation meetings with various sectors of the local community and lawmakers from other political groups.

Ip revealed that during the meeting with the Chief Executive, they also discussed their shared concern about the advocacy for “Hong Kong independence”.

“Calling for ‘Hong Kong independence’ is in contravention of the Basic Law,” Ip said. “Some people still can’t fully and accurately understand the meaning of ‘a high degree of autonomy’ conferred upon the region.”

The government could explain to the public the implementation of “One Country, Two Systems”, and the government’s firm stance against “Hong Kong independence” should also be mentioned in the next Policy Address, she suggested.
