Lee highlights synergy between HK's first 5-year plan, Policy Address

Hong Kong Chief Executive John Lee Ka-chiu outlined the complementary relationship between the city’s inaugural five-year plan and the annual Policy Address in a series of social media posts over the weekend, with both roadmaps to be published on September 16.

Lee said that the First Five-Year Plan for Economic and Social Development of the Hong Kong Special Administrative Region (2026-2030) will define the SAR’s macro-level development strategy and align with the nation's 15th Five-Year Plan (2026-2030), while the Policy Address will focus on specific measures for implementation. "These two documents are intrinsically linked," Lee stressed.

The chief executive said that over the past few years, the government has steadily advanced its work across finance, innovation and technology, and education through the implementation of Policy Address measures.

Key initiatives include ensuring the robust operation of the gold central clearing and settlement system, fostering a commodity trading ecosystem, attracting world-class enterprises to the Hong Kong Park of the Hetao Shenzhen-Hong Kong Science and Technology Innovation Co-operation Zone, and developing the Northern Metropolis University Town Area — all of which will inject fresh impetus and open up new opportunities for Hong Kong, he said.

On the livelihood front, Lee said that over the past two months, he and his team have conducted public consultations and reached out to communities across the city to gather views on the two documents.

"The five-year plan will seek to enhance public welfare through long-term development strategies, while the Policy Address will roll out annual measures to improve housing, livelihoods, healthcare and other key areas," he added.

Lee thanked the public for their valuable input during the consultation period and pledged to incorporate their feedback into policy-making and implementation.

He reaffirmed the government's commitment to driving sustainable economic growth and social progress, and called for collective efforts to create new opportunities.
