MOSCOW/KYIV/ANKARA - Hungary will not provide weapons or military personnel to Ukraine, Prime Minister Peter Magyar said on Wednesday, while emphasizing Budapest's commitment to humanitarian aid and NATO unity.

Speaking to journalists before entering the NATO summit session in the Turkish capital Ankara, Magyar clarified the Hungarian government's stance on the ongoing conflict, namely that Ukraine is the "victim" and has the right to defend its territorial integrity.

"We maintain our humanitarian assistance to Ukraine but ... Hungary will not provide arms or troops to Ukraine," he said.

The prime minister said the decision aligns with a clear mandate given by the Hungarian electorate during the April elections.

Magyar also disclosed that he held a brief discussion with Ukrainian President Volodymyr Zelensky on Tuesday, adding that both leaders have agreed to hold a bilateral meeting in the near future.

Two tankers damaged in Russia's Rostov region

In aother development, two people were wounded and two tankers were damaged in Russia's Rostov Oblast during a massive overnight Ukrainian drone attack, Governor Yury Slyusar said on social media on Wednesday.

"In Taganrog Bay, two tankers heading to Rostov-on-Don were damaged as a result of a UAV attack. Two people received minor injuries. One was treated at the scene, while the other was taken to a hospital, where doctors provided all necessary care," he said.

The governor clarified that the damaged tankers were empty, so no oil products were spilled.

Russia hits 144 Ukrainian targets, Kyiv strikes Russian 'shadow fleet' tankers

On Tuesday, Russia said that its armed forces struck Ukrainian port facilities, energy infrastructure, logistics centers and temporary deployment sites of Ukrainian armed formations and foreign mercenaries in 144 areas overnight, while Kyiv claimed attacks on a group of eight fuel tankers of the Russian so-called "shadow fleet" in the Sea of Azov.

Russia's Defense Ministry said in a statement that the strikes were conducted with operational-tactical aviation, strike drones, missiles and artillery.

Russian forces also seized the settlement of Petro-Ivanovka in the Kharkov region, according to the statement.

Meanwhile, Russian air defense forces shot down 11 guided aerial bombs, 27 HIMARS multiple launch rocket system projectiles, two Neptune long-range guided missiles and 797 fixed-wing unmanned aerial vehicles. Russia's Black Sea Fleet destroyed six Ukrainian unmanned surface vessels, it added.

Ukraine's Unmanned Systems Forces said in a statement that the attacked vessels, which are under international sanctions, were transporting fuel to Crimea. Each tanker has a deadweight of about 7,000 tons and is nearly 140 meters long.

Ukraine's forces also struck a dry cargo ship in the Sea of Azov and a ferry near Crimea in separate attacks, the statement said.

The strikes on Russia's maritime logistics are aimed at complicating the delivery of fuel and ammunition to Russian troops, it said.

On Monday, Ukraine reported that it had struck two Russian tankers transporting fuel from Russia's Taganrog to Crimea. 

Ukraine proposes joint drone production

Speaking at the NATO Summit Defence Industry Forum, Zelensky proposed the "Drone Deal Initiative", calling on partners to co-produce advanced drones.

He pointed out that the initiative focuses not only on procurement but also on the joint production of unmanned aerial vehicles, fast-track access to critical infrastructure protection, and enhanced security cooperation with countries across Europe, the Gulf, and other regions.

Addressing broader air defense requirements, Zelensky said Kyiv was in discussions with US partners regarding Patriot system production licenses.

He also called on European nations to prioritize building their own autonomous defense manufacturing capacities.

"Europe needs affordable mass-produced systems as soon as possible," Zelensky told the forum, adding that securing robust air defense remains the absolute top priority for his administration.
