Zelensky says in talks with Trump over possible deployment of US troops

KYIV/MOSCOW – Ukrainian President Volodymyr Zelensky said Tuesday that Kyiv is in talks with US President Donald Trump over the possible deployment of US troops within the framework of security guarantees for Ukraine, the Interfax-Ukraine news agency reported.

"We are discussing this with President Trump and representatives of the Coalition of the Willing. This would be a strong position in security guarantees," Zelensky told reporters, adding that the decision on the issue will be made by the United States.

Earlier on Tuesday, Zelensky said in a post on Telegram that national security advisors of the Coalition of the Willing countries plan to meet in Ukraine on Jan 3, 2026, followed by a leaders' meeting in France on Jan 6. 

Zelensky said the US security guarantees for Ukraine have been fully agreed, Interfax-Ukraine reported on Monday.

Speaking with reporters after he met with Trump, Zelensky said a 20-point peace plan, part of the proposed peace deal, is 90 percent agreed upon, and the trilateral security guarantees involving the United States, Europe and Ukraine are "almost agreed."

He confirmed that a draft peace framework to end the conflict with Russia includes 15-year US security guarantees for Ukraine, with the possibility of extension.

Zelensky said that Ukraine will cancel martial law only after receiving security commitments from partners.

The presence of international troops in Ukraine is a necessary condition for security guarantees, he noted, stressing that the presence of international troops would be a crucial part of these guarantees and that ratification by partner nation parliaments is expected.

Russia to toughen position

Meanwhile, Russia will toughen its position in the Ukraine negotiations following an alleged Ukrainian attack on the Russian presidential residence in the Novgorod Region, Kremlin Spokesman Dmitry Peskov said Tuesday.

The diplomatic consequences of the attack would be a hardening of Russia's negotiating position, Peskov told reporters.

Zelensky on Monday denied the accusation of the attack, calling it "another lie from the Russian Federation."

Peskov said the Ukrainian attack aimed at disrupting the negotiation process on ending the Ukrainian conflict, from which Russia is not withdrawing.

Russia will continue the dialogue, primarily with the United States, said the spokesman.

Russian Foreign Minister Sergei Lavrov said Monday that Kyiv launched an overnight attack involving 91 long-range strike drones, targeting the presidential residence in Novgorod. All drones were shot down and no reports of casualties or damage were received.

Putin-Trump phone call

On the other hand, Putin held a phone call with Trump on the progress in the latest US-Ukraine negotiations, Russian Presidential Aide Yuri Ushakov said Monday.

Putin emphasized that the Russian side intends to continue engaging in close and productive cooperation with its US partners to explore pathways toward achieving peace, Ushakov said.

Ushakov also revealed that Trump was shocked and outraged by the news of Kyiv's overnight drone attack in Novgorod, saying that the US president "could never have imagined such reckless actions on the part of Ukraine."
