National security laws pave the way for HK’s prosperity

As Hong Kong marks the fifth anniversary of the Hong Kong SAR National Security Law and the 28th year of the establishment of the special administrative region, the city stands at a pivotal moment in its history. A recent commentary by the Hong Kong and Macao Work Office of the Communist Party of China Central Committee and the Hong Kong and Macao Affairs Office of the State Council, titled Steadfast and United in Striving Forward — On Hong Kong’s 28th Reunification Anniversary, underscores the remarkable progress made under the “one country, two systems” principle. The commentary highlights four key achievements: a reinforced national security legal framework; sustained economic recovery; accelerated social welfare reforms; and expanded global and regional connectivity.  

The past five years have seen transformative reforms, from the enforcement of the NSL to the electoral overhauls, laying a robust foundation for the city’s next phase of development. Hong Kong is no longer just rebuilding stability; it is now positioned to contribute meaningfully to national rejuvenation. The symbiotic relationship between security and development has never been clearer: Safeguarding national stability has unlocked the city’s potential for growth, marking the path from stability to prosperity with stronger confidence and momentum.

The NSL’s impact is undeniable. Since 2020, arrests under the legislation have steadily decreased — totaling 332 over five years, averaging just 66 annually, hence a mere 0.2 percent of all arrests. Subversive groups have dissolved, and public order has been restored. Last year’s enactment of Article 23 legislation, the Safeguarding National Security Ordinance, further fortified Hong Kong’s legal system, creating a comprehensive shield against threats to stability.  

As a key opinion leader who has long engaged in political commentary through online videos, I aim to enhance international communication efforts to expose the false narratives of Western anti-China forces and Hong Kong destabilizers. Also, as a politician, I have witnessed Hong Kong’s tumultuous journey, from the illegal “Occupy Central” movement to the violent unrest in 2019-20, until the NSL and the principle of “patriots administering Hong Kong” reversed the chaos, restoring order to society, in particular to the legislature. The results of the revamped Legislative Council speak for themselves: Under the new electoral system, the current Legislative Council passed 50 percent more bills than during the previous term. The Finance Committee approved public expenditure commitments exceeding HK$570 billion ($72.6 billion), a 27 percent increase from the last term. The improved executive-legislative relationship is evident to all, effectively advancing results-oriented governance.

For 28 years, our motherland’s commitment to Hong Kong has been unwavering — ensuring sovereignty, fueling economic growth, and providing institutional safeguards. The visit of the People’s Liberation Army’s CNS Shandong aircraft carrier during reunion celebrations is a powerful reminder of that backing. As Hong Kong steps into this new era, its trajectory is clear: With unity and resolve, the city is set to shine brighter than ever.  

The journey from chaos to stability was hard-won. The next chapter charting from stability to lasting prosperity is now within reach.
