Dominic Lee says under the protective umbrella of the NSL, the city stands poised to write a new chapter of prosperity and success
In the summer of 2025, as Hong Kong celebrates the 28th anniversary of its return to the motherland, the city is embarking on an era defined by stability, growth, and renewed confidence. The celebrations this year hold special significance, not only as a commemoration of historical reunification but also as a testament to the transformative role played by the Hong Kong SAR National Security Law (NSL) in safeguarding the city’s stability and prosperity.
During his recent inspection trip to the city, Xia Baolong, director of the Hong Kong and Macao Affairs Office of the State Council, emphasized the critical importance of strong governance, economic revival, and social harmony. Xia characterized the NSL as Hong Kong’s “guardian”, noting its pivotal role in restoring order and confidence within the city. His message underscored that national security is not merely a political slogan but a fundamental prerequisite for economic vitality and social well-being.
Indeed, since the promulgation of the NSL five years ago, Hong Kong has witnessed a remarkable transformation. The once common scenes of unrest and instability have given way to a renewed sense of calm and certainty. Businesses have regained confidence, investors have returned, and the international community is once again optimistic about Hong Kong’s role as a global financial and cultural hub. Xia noted the persistent challenges posed by external actors engaging in “soft resistance” or attempts to smear the security laws, urging Hong Kong to remain vigilant. His message was clear: Hong Kong must hold firm against attempts to undermine its stability and prosperity, ensuring a bright and secure future for generations to come.

The city’s extensive celebrations to mark this 28th anniversary reflect the widespread enthusiasm and optimism toward Hong Kong’s future. Chief Executive John Lee Ka-chiu has announced a diverse range of events spanning all 18 districts, designed to encourage inclusive participation and foster community spirit. Flag-raising ceremonies, district carnivals, citywide sports tournaments, vibrant cultural exhibitions, and numerous shopping and dining promotions are set to invigorate every corner of the city in a demonstration of unity and pride.
Notably, the MTR Corp’s offer of 71,000 free digital tickets through lucky draws exemplifies Hong Kong’s collective spirit of celebration. Complementary transport services such as free Star Ferry rides, free tram rides, and special concessions on the Airport Express further add to the festive atmosphere. Cultural institutions including the Hong Kong Science Museum, M+ Museum, and the Hong Kong Palace Museum are opening their doors free of charge to the public, reflecting the commitment to promoting the city's rich heritage and cultural diversity.
Moreover, the People’s Liberation Army’s Hong Kong Garrison has opened its barracks to the public, offering visitors an opportunity to witness flag-raising ceremonies, military band performances, combat drills, and interactive exhibitions. This symbolic gesture emphasizes the role of the PLA as a steadfast guardian of Hong Kong’s sovereignty, security, and stability. It also serves as a vivid reminder of the close bonds between Hong Kong and the broader national family.
Xia’s message during his visit dovetails perfectly with these celebratory activities, reinforcing the belief that a secure and stable Hong Kong is the cornerstone of prosperity and happiness for all citizens. His emphasis on strong governance, a robust economy, and a cohesive society resonates deeply with the aspirations of ordinary people in the city. The NSL, as Xia pointed out, has become the essential foundation upon which Hong Kong can reliably build its future.
It is noteworthy that despite earlier misgivings expressed by some international observers, Hong Kong’s recent trajectory has validated Beijing’s position. The NSL has not only protected and strengthened the “one country, two systems” framework but has also provided a stable environment in which economic and social progress can flourish. Global financial institutions and international investors have increasingly brushed aside earlier concerns, recognizing Hong Kong’s continued strength and resilience as a global financial center.

Solid governance and policy-making must continue to prioritize economic revival, social equity, and cultural vibrancy.
